The whole purpose of Bomber Command - the only reason it was equipped with long-range, four-engined bombers capable of delivering heavy bomb loads over long distances, was to carry the war to the enemy. If Harris never succeeded in his aim of shattering German resistance, many other people, not least in Parliament and on the Chiefs of Staff Committee, must bear a large part of the blame.
